The Hugo Awards

The Hugos went through a number of changes in the 60s, as various committees, or the business meeting, passed various rules to clarify the process, or to prevent certain events from happenings. One of the rule changes was that in 1961, it was decided that only members of the current convention could vote although anyone could nominate. Over the decade, the rules for who could nominate kept changing; in 1963 nominating rights were held only by members of the current convention or the previous one. However, in 1965 and 1967, anyone could nominate. And still, the categories kept changing...
